beijing part 6

Business class yesterday was awesome - teacher dragged it for an extra half an hour. In which many issues were discussed, especially with regards to reforms.

The professor said something which really struck me. and got me thinking and yes, i agree with his point of view. we have to understand the logic that governs the changes. because its the logic that is simple but the changes that are complicated. and ironically, its always human nature for us to be questioning the changes but not the logic behind the changes. he was explaining how knowing the real logic behind why china has such changes would better determine one's real understadning of china. to gain a mastery on understanding the changes!

So then he went on to explain how china's first step towards its reforms would have to be its ability to determine its basic unit of social production, how the invention of the steam engine brought about an industrial revolution -> thus enterprise became the basic unit of large scale industrial production. how this can only be done by a step by step process in china cuz its ultimately the whole system that we are changing and reforming.

There were 3 stages of china's enterprise reform and surprising one of the stages did surprise me.

Stage 1. Government delegated "powers"
the "power" delegation issue wasnt really handled well and the thin line between rights and powers was getting crossed over. thus two things emerged here: government powers and corporate rights. but at least this could serve as a temporary model for china at that point of time for its reforms and that it represented a certain degreee of separation from business and administration in china.

Stage 2. Enterprises to pay taxes at an unified rate and ultimately be able to keep the after tax profit for its own use
amazingly this was the stage which shocked me as its the system that most countries use currently. thankfully there was an explanation: which was how conditions presented at china then were not ripe enough for china to take this approach and thats why such a good system had failed in china. i think this is a fine example for "what works for one might not neccessarily work for another"
also in this it was highlighted that for enterprise reforms to happen, it would also require price and wage reforms. the interrelationship between these 3 reforms was clearly explained to me by the professor. which really provided lots of insight for one like me. haha! :)

Stage 3. Piloted "Responsibility system"
In this stage, enterprises were no longer state runned enterprises, instead they are recognised as STATE OWNED ENTERPRISES (this with reference to something like a company being held by the shareholders but managed by directors: the agent and principal theory). This system is currently still being piloted in china ever since 1986.

Stage 4. PREDICTION ONLY - Joint stock enterprises with Limited Liability

Yeah i know, reading my blog jus further complicated matters for those who dont know about the culture of china. thats why if you do understand the culture of china and how they used to have the household concept for its basic unit of production then can you understand how big a jump it is for the certain important decisions that were made in the 1978 meeting, how it really was a turning point for the chinese.

There was so much more that was talked about but i guess i'd stop at here for now eh? cause theres way too much to share and i'd do so when im back in singapore with my daddy. ive got the notes taken down anyhoooo.

I apologise to my dear friends who have to read my business-ish entries. but hey its super interesting right? :)

Sitting in my room with CNN on my tv earlier made me realise how im so not updated with worldly events. ahhhhh, i dont want to become a bimbo! i better start reading up on the latest news of whats happening around the world and stop livin in a world of my own. face it, we all do live in a world of our own and we jolly well know its jus human nature to want to escape frm reality. dont we? ;)
